Overview
The Millcreek Planning & Zoning Department is tasked with executing the Millcreek zoning code and ensuring that development in Millcreek aligns with the adopted Millcreek general plan. Links to the zoning map, zoning code, application portal, and adopted general plan can be found below.
Zoning
All private land in Millcreek is broken up into a variety of different zones that each have specific rules for development and uses. Below is a short summary of the most common zones found in Millcreek.
Agriculture (AG) - The purpose of the AG zone is to allow low density residential development and limited agricultural uses. MKC 18.34
Forestry Recreation Estate (FRE) - The FRE zone is designed to allow limited development for residential and public uses in the foothill areas in Millcreek. MKZ 18.35
Single-Household Residential (R-1) - R-1 zoning is designated for low density, single-household development within Millcreek. MKC 18.36
Two-Household Residential (R-2) - R-2 zoning is designated for medium density single-household and two-household development in Millcreek. MKC 18.37
Medium Density Residential (R-4) - R-4 zoning is designated for medium density single, two, three, and four-household development in Millcreek. MKC 18.38
Residential Mixed (RM) - RM zoning is primarily residential zoning intended to be used as a transition zone between low density residential uses and commercial development. RM zoning allows for medium to high density residential development and some limited commercial uses. MKC 18.39
Mixed Development (MD) - The purpose of the MD zone is to provide areas that can accommodate a mix of uses such as limited commercial, office, residential, and indoor light industrial. The MD zone allows for higher density when located near transit stations. MKC 18.41
Neighborhood Commercial (C-1) - The C-1 zone is designed to provide places for low intensity commercial uses that provide services to nearby residents. MKC 18.43
Commercial (C) - The C zone is for medium to large scale commercial development. Developments in the C zone may include limited residential uses in conjunction with a commercial use. MKC 18.44
Light Manufacturing (M) - The M zone is designed for light industry, warehousing, and limited commercial uses. The M zone is a legacy zone meaning no new properties can be added to the zone. MKC 18.46
City Center Overlay Zone (CCOZ) - CCOZ is an overlay zone which sets certain standards for properties it encumbers regardless of what the base zone is. The Millcreek city center and surrounding area are the only place in Millcreek with this overlay zone. MKC 18.47
