. This page will be updated monthly with all the items that will be in front of the Planning Commission.

Planning Commission meetings are regularly scheduled for the third Wednesday of each month. Meetings may be added or canceled based on the number of applications in a given month.

CUP-26-001

Massage Therapy & Wellness Office

3950 S 700 E

The applicant is seeking a conditional use permit (CUP) to allow for a massage therapy and personal wellness office located at 3950 South 700 East. The use will consist of appointment based personal care and wellness services, including massage therapy and related personal wellness services provided by licensed practitioners in private treatment rooms. There will be no new development proposed in conjunction with the conditional use permit application.

Residential Mixed-Use Development

The applicant, Tyler Morris, has filed a Development Agreement/Rezone application, proposing to construct a Residential Mixed-Use development, as a next phase to the adopted a 2019 City Center Master Plan, on property located at approximately 1312 E 3300 S. The request is to rezone the Property from the Commercial Zone (C) and City Center Overlay Zone (CCOZ) to the City Center Overlay-Development Agreement (CCOZ-DA) Zone, in conjunction with a development agreement, subjecting the Property to certain development terms and standards pursuant to Title 18.48. of the Millcreek Zoning Code.

Lot Consolidation / Subdivision Amendment

1575 E Millcreek Way

The applicant, Jason Boal, is requesting to accommodate a proposed land boundary adjustment (and Subdivision Amendment) that will consist of consolidating 3602 SF of land from the rear (south) yard of 1626 E Maple Avenue into the rear (north) yard of 1575 E Millcreek Way. 
 
 Chapter 18.24 (Subdivisions) requires each lot to be contained entirely within a single zoning district. Consequently, the applicant also requests a rezone of the consolidated land from the R-1-6 (Single-Household Residential) to the R-1-10 (Single-Household Residential) zone to meet compliance with the requirements stipulated on Chapter 18.24 (Subdivisions) of the Millcreek code.

Millcreek Staff, on behalf of Millcreek, PEG Development, and Encore Development, has filed a Development Agreement/Rezone application, proposing to construct a new Hotel, Commercial/Retail and Residential Condominium Mixed-Use development, as a next phase to the adopted a 2019 City Center Master Plan, on property located at approximately 3232 South Highland Drive, (“Property”). The request is to rezone the Property from the Commercial Zone (C) and City Center Overlay Zone (CCOZ) to the City Center Overlay-Development Agreement (CCOZ-DA) Zone, in conjunction with a development agreement, subjecting the Property to certain development terms and standards pursuant to Title 18.48. of the Millcreek Zoning Code.

Conditional Use Permit / Subdivision

1265 E Villa Vista Ave

Applicant is seeking approval of a Conditional Use Permit (Site plan approval) and Subdivision at a property located at approximately 1265 E Villa Vista Ave, to accommodate an eighteen (18) unit townhome (rowhouse) residential project, with the intention of subdividing them for owner occupancy with a development agreement. 
 
 The application was granted a zone change from the C (Commercial) zone to the CCOZ-DA (City Center Overlay – Development Agreement zone) by the City Council in December, 2025.

Request to Remove Zoning Condition 

777 E 3900 S

Preston Reading, on behalf of Pacifica Companies, is requesting to rezone the property located at 777 E 3900 S to remove a zoning condition that has been placed on the property. The property is currently zoned as Residential Mixed (RM) which allows multiple-household buildings. However, there is a zoning condition placed on this property that limits residents of the facility to 62 years or older.
