Effective on January 1st 2026 Millcreek will begin administration of the Wild Land Urban Interface Code.
Below is the associated building code and map
A BUILDING PERMIT IS REQUIRED FOR ALL CONSTRUCTION IN MILLCREEK with exception of the following:
- Other than storm shelters, one-story detached accessory structures, provided that the floor area does not exceed 200 square feet for residential and 120 square feet for commercial. (All Accessory Structures require Planning & Zoning approval)
- Fences not over 7 feet high. Fences exceeding 7 feet require a Planning & Zoning permit before obtaining a Building permit. However all fences, regardless of height, shall comply with the Fence and Retaining Walls ordinance (MKZ 18.66).
- Retaining walls retaining less than 4 feet of unbalanced fill, unless supporting a surcharge or requiring design per Section R404.4. (Grade changes over 12 inches require approval from the Public Works Department)
- Water tanks supported directly upon grade if the capacity does not exceed 5,000 gallons and the ratio of height to diameter or width does not exceed 2 to 1.
- Sidewalks and driveways.
- Painting, papering, tiling, carpeting, cabinets, counter tops and similar finish work.
- Prefabricated swimming pools that are less than 24 inches deep.
- Swings and other playground equipment.
- Window awnings supported by an exterior wall that do not project more than 54 inches from the exterior wall and do not require additional support.
- Decks that are not more than 30 inches above grade at any point and not requiring guardrails, that do not serve exit door required by Section R311.4. (All Decks require Planning & Zoning approval)
- Grade level, non-connected conex boxes, less than 350 square feet, used for storage only.

Before requesting an inspection, please read the following information:
It shall be the duty of the permit holder or their authorized agent to notify the Building Department when work is ready for inspection. It shall be the duty of the person requesting any inspections required by Millcreek Municipal Code to provide access to and means for inspection of such work.
- All inspection requests must be scheduled online by 4:00 PM on the business day prior to your requested inspection date. Inspections will not be scheduled for same day, Fridays, weekends, or holidays. Monday inspection requests must be scheduled by Thursday at 4 PM the previous week.
- All requests submitted after 4:00 PM will be scheduled for the next available business day
- Inspections will not take place on Fridays, weekends and holidays.
- No specific time will be provided on day of inspection. Inspection times will vary. Inspector may call prior to arrival.
- AM and PM time frames are requests only, and are not guaranteed.
- Concrete inspections and Service Change-Outs must request a specific inspection time (i.e. a specific time between 7 A.M. and 4 P.M.). Click "A.M." or "P.M." and list your desired time in the Inspection Description box.

Next Steps

Once Your Application Has Been SUBMITTED:
- You will receive an email notifying you if the application has been accepted or denied.
- "Accepted" does not mean that your permit has been approved.
- If the application was denied, the reason for denial along with additional comments will be included. You will be required to submit a new application online.
- It may take 1-2 business days to process your application.
Once Your Application Has Been ACCEPTED:
- It may take up to 14 business days before an initial plan review of your application can be completed.
- If you have received comments from a plan reviewer, please send your responses directly to the reviewer (i.e. the planner who completed the review).
- Their contact information can be found in the iWorQ email that was sent to you. Please DO NOT submit a new permit application.
- An application for a permit for any proposed work shall be deemed to have been abandoned 180 days after the date of filing unless such application has been pursued in good faith for a permit that has been issued.
Once Your Permit Is Ready To Be ISSUED:
- Once your permit is ready to issue, you will receive an email with a link and instructions on how to pay online. You may find this email in your spam/junk folder.
- The permit and stamped plans will be sent to your email within 24 hours after payment.
- Please print the permit and stamped plans and have onsite.
- Every permit issued shall become invalid unless the work authorized by such permit is commenced within 180 days after its issuance or after commencement of work if more than 180 days pass between inspections.
ONCE THE REQUEST HAS BEEN SUBMITTED...
- You will receive an email by 5:00 PM notifying you if your request has been scheduled or denied.
- If it was denied, the reason for denial along with additional comments will be included.
- A set of Millcreek stamped plans shall be onsite for all inspections. If the Millcreek stamped plans are not on site, your inspection will be canceled by the inspector.
- After the inspection has been completed, you will receive an email notifying you of the status no later than the end of business day.
How Do I Cancel an Inspection?
- Scheduled inspections can be cancelled by calling 801-214-2749, or by emailing buildingservices@millcreekut.gov.
- When cancelling, please provide a permit number, project address, and date of scheduled inspection.
Who's My Inspector? How Do I View Inspection Reports?
- You can check who your inspector is and view the results of your latest inspection by visiting the Permits Portal.
If You Are Submitting Revisions...
In order to submit revisions, the permit must of been previously issued. New or additional work is not considered a revision and will require a new permit application.
All revisions are to be clouded (bubbled) and clearly marked for review. All required documents must be submitted in PDF format. Only revised sheets need to be submitted--do not provide a new plan set. Revised sheets will still require Architect/Engineer stamps if the originally approved sheets were stamped.
If an inspector requested an item this should be sent directly to the inspector.

The form will ask for your name, email address, permit number, project address and a brief scope of the revisions proposed.
Once revisions have been accepted by the reviewer, please allow up to 5 business days for review.

Overview
Our focus is the life safety of each person and structural stability of each structure in Millcreek. We review the construction plans for building code compliance, we issue building permits, and we inspect the construction of each structure built in Millcreek. Our inspectors also issue Stop Work Orders for those who build without obtaining the required building permits.
